Teams rebuild what they can’t find. If discovery requires knowing the right keyword, navigating fragmented documentation, or manually checking catalogs that don’t include third-party APIs, duplication is inevitable. Intent-based discovery with confidence scoring is how reuse actually happens.

• Must enable intent-based/semantic discovery, not just keyword search and filters
• Must surface what teams are sharing in ways that match how developers evaluate OSS/cloud services
• Documentation must be findable without broken links, changing URLs, or fragmentation
• Must support confidence scoring (“this API is an 80% match for your use case”)
• Must include 3rd-party APIs in discovery, not just internal APIs
