Distributability

Banks can’t use public Git. Regulated industries run air-gapped environments. If governance rules, policies, and tooling can’t be distributed through whatever mechanism a restricted enterprise allows — and versioned regardless — governance programs fail before they start.

• Must work without access to public Git, standard package managers, or public registries
